Avinor and CAA Norway Launch RFP for Zero- and Low-Emission Aircraft Demonstration Projects

Avinor and the Civil Aviation Authority of Norway (CAA Norway) have launched a new Request for Proposals (RFP) inviting partners to demonstrate zero- and low-emission aircraft technologies within an operational aviation environment in Norway, starting from 2026.
This initiative is part of the International Test Arena, established to accelerate the integration of next-generation aviation solutions by reducing barriers to testing and demonstration. It brings together infrastructure, airspace access, energy supply, and regulatory facilitation — all coordinated through a single point of contact.
Demonstrating Real-World Potential
The Test Arena is currently hosting its first operational trial, featuring a piloted battery-electric aircraft from BETA Technologies, operated by Bristow Norway. This ongoing six-month demonstration involves cargo flights between Stavanger Airport and Bergen Airport, providing valuable insights into operational and regulatory considerations for electric aviation.
Call for Partners
The new RFP is aimed at Original Equipment Manufacturers (OEMs), airlines and aircraft operators, or consortia that are ready to bring forward real-world aircraft concepts for demonstration. Both national and international participants are welcome to apply.
Mats Gjertsen Bye, Head of Test Arena at Avinor, commented:
“This RFP marks the next step in bringing zero- and low-emission aircraft into operation. We’re looking for partners ready to test and demonstrate new solutions in a real-world environment, and Avinor stands prepared to facilitate these projects through dedicated infrastructure and close collaboration.”
Jan Petter Steinland, Director of Strategic Analysis and Transformation at the Civil Aviation Authority of Norway, added:
“The Civil Aviation Authority’s role is to ensure that innovation and safety go hand in hand. This RFP allows us to facilitate real-world testing within a robust regulatory framework. What we learn will guide how we adapt regulation to support the next generation of aviation.”
Proposal Deadline: 31 October 2025, 16:00 CET
Interested parties must submit a proposal including:
-
Company or consortium background
-
Aircraft concept and specifications
-
Project timeline and operational plan
-
Infrastructure and regulatory needs
The initiative aligns with Norway’s ambition to become a global leader in sustainable aviation and supports broader European climate goals.
