Avinor Launches Duty Free Tender Worth NOK 50B
Norwegian airport operator Avinor has launched a major tender for duty-free retail operations across its airport network, with contracts estimated to be worth up to NOK 50 billion over eight years.
The tender covers 11 airports across Norway, including the country’s largest hubs such as Oslo, Bergen, Stavanger and Trondheim. The bidding process begins in the first quarter of 2026, with the new contracts expected to start in 2028.
According to Avinor, duty-free stores and “Travel Value” outlets represent the company’s largest commercial revenue stream, accounting for around 25% of total revenue and about 40% of commercial income. These revenues help finance the operation of Norway’s nationwide airport network, which includes more than 40 airports.
The tender comes as more than 100 commercial contracts across Avinor’s airports are due to expire at the end of 2027. Duty-free operations represent by far the largest portion of those agreements, making this one of the most significant airport retail opportunities in the Nordic region in recent years.
Oslo Airport alone generates more than NOK 3.3 billion annually in duty-free sales, while airports in Bergen, Trondheim and Stavanger together account for more than NOK 1.1 billion in yearly revenue. In 2025, Avinor’s airports served about 53 million passengers, with traffic expected to reach roughly 56 million by the start of the new contract period.
Avinor said the new tender aims to attract partners capable of delivering innovative retail concepts and modern shopping experiences for travelers. The company expects airport terminals to evolve into more engaging retail environments that combine digital and physical shopping experiences for passengers.
The upcoming contract is considered the largest commercial concession opportunity at Nordic airports this decade, with Avinor seeking partners that can help develop future airport retail concepts while supporting the financial sustainability of Norway’s aviation network.
