Kenya to Eliminate Visa Requirements for African Travelers

Kenya is poised to abolish visa requirements for all African travelers before the year's end, as confirmed by President William Ruto during a recent international conference.

"It is time we... realize that having visa restrictions amongst ourselves is working against us," President Ruto emphasized. This progressive move aligns with the long-standing aspiration of the African Union (AU) for visa-free intra-continental travel, a goal pursued over the past decade.

While various regional agreements and bilateral pacts have been established, overall progress toward total visa eradication has been sluggish. A 2022 AU-endorsed report revealed that only Seychelles, The Gambia, and Benin grant unrestricted access to all African citizens without the need for a visa. However, the Africa's Visa Openness Index, designed to assess the accessibility of African countries to visitors from other African nations, highlights that many nations are advancing toward streamlining entry procedures and easing restrictions on certain counterparts.

In the 2022 index, Kenya secured the 31st position out of 54 African states. President Ruto conveyed his perspective to a receptive audience in Congo-Brazzaville, emphasizing the adverse effects of stringent visa requirements on business. He articulated:

When people cannot travel, businesspeople cannot travel, entrepreneurs cannot travel, we all become net losers.

"Let me say this: As Kenya, by the end of this year, no African will be required to have a visa to come to Kenya," he said to loud cheers from the conference delegates. Our children form this continent should not be locked in borders in Europe and also be locked in borders in Africa."

The AU initiated the African passport project in 2016, which aspires to enable all African citizens to travel freely within the continent without visa constraints. Nevertheless, its widespread adoption remains limited, owing in part to apprehensions about security, smuggling, and potential repercussions on local labor markets.

While the complete elimination of visa requirements may presently be a challenging objective, the Visa Openness Index report suggests alternative measures. These include reducing visa fees, establishing visa-on-arrival as the standard for African visitors, and implementing a secure e-visa system.
